Kirk Callwood

BOARD MEMBER & TREASURER

Kirk Callwood is a senior finance and operations executive with more than two decades of experience spanning public finance, banking, economic development, and board governance. His work has consistently focused on strengthening financial stewardship, risk management, and organizational accountability in complex and highly regulated environments.

Kirk currently serves as Associate Managing Director at the U.S. Virgin Islands Economic Development Authority, where he provides strategic oversight of compliance, statutory interpretation, and beneficiary performance for the Territory’s primary economic development and tax-incentive programs. In this role, he works closely with executive leadership, boards, and public agencies to support sound governance and long-term economic sustainability.

Previously, Kirk served as Commissioner of Finance for the U.S. Virgin Islands, overseeing territory-wide finance operations, capital markets activity, and public-private initiatives. During his tenure, he supported successful bond refinancings, contributed to improved credit outcomes, and helped reduce audit findings through stronger financial controls and oversight.

Kirk has also held senior leadership roles in the private sector, including executive positions in healthcare services and banking, where he partnered with boards and executive teams to strengthen governance structures, improve operational performance, and manage enterprise risk.

He holds a Bachelor of Science in Finance from Norfolk State University, an MBA from Kennesaw State University, and has completed Executive Education at the Wharton School. Kirk is a Certified Treasury Professional (CTP).

As Treasurer of VI Justice Initiative, Kirk brings a commitment to financial integrity, transparency, and disciplined stewardship in support of the organization’s mission to advance economic justice and expand access to opportunity in the Virgin Islands.
